Monthly JSB Board Meeting Schedule


The BINGHAMTON-JOHNSON CITY JOINT SEWAGE BOARD will hold their REGULAR meetings on the second Tuesday of every month.

Pursuant to New York Governor Andrew Cuomo’s Executive Order [EO] 202.1 issued March 12, 2020, as amended by court decision and presently extended by Gov. Cuomo through April 20, 2021 [per EO 202.98], suspending the Open Meetings Law (Public Officers Law Article 7) to the extent necessary to allow public bodies to meet and take such actions authorized by law while permitting limited in-person access by the public not to exceed 50% of the maximum occupancy of the meeting location (when all meeting participants physically present are first taken into account), provided that the ability to view or listen to such proceeding is afforded to the remainder of the public, A LIMITED NUMBER OF THE PUBLIC WILL BE ALLOWED PHYSICAL ACCESS TO ATTEND THE MEETING OF THE BOARD AS PROVIDED BELOW, AND THE MEETING WILL BE AVAILABLE TO THE REMAINDER OF THE PUBLIC TO LISTEN TO BY AUDIO MEANS by dialing the Sewage Plant office main telephone number 607-729-2975, by 3:15 PM in order to be placed into the listen-only audio queue.

Provisions with respect to limited access by the public to attend Board Meetings: By calling 607-729-2975 prior to noon on the day of a Board Meeting, a member of the public may request a reservation to attend the Board Meeting on a “first come, first served” basis if up to 50% of the maximum occupancy of the meeting location (including all meeting participants who are scheduled to attend plus prior reservations granted) has not at that point been reserved by/for others. A member of the public having been granted a reservation shall arrive at the entrance to the Administration Building by 3:15pm on the date of the Board Meeting, wearing a mask or cloth face covering and maintaining six-feet social distance from others, for pre-admittance screening including a recorded temperature check, which must be passed with a temperature not to exceed 100.3°F, before entrance shall be granted. Any seats available to members of the public then remaining unclaimed at 3:25pm on the date of the Board Meeting (up to 50% of the maximum occupancy of the meeting location including all meeting participants who are scheduled to attend) will then be made available upon the same conditions (wearing of a mask or cloth face covering, maintenance of six-feet social distance, and pre-admittance screening including a recorded temperature check, which must be passed with a temperature not to exceed 100.3°F) on a “first come, first served” basis.

Entrance to the Plant site is via Gate #2 into the Parking Lot in front of the Administration Building.

At the Binghamton Johnson City Wastewater Treatment Plant (B-JC WWTP) our mission is around the clock, 24 hours a day environmental protection of one of the community’s most valuable resources, the Susquehanna River.  The B-JC WWTP is the community’s last defense for protecting the Susquehanna River from the local population’s industrial, commercial and residential activities.  Our goal is to ensure that the water used by homes, businesses and industries throughout our service area is treated to the highest degree possible before being discharged back into the aquifer, providing safe, clean water resources for our local community as well as our distant Chesapeake Bay final receiving waters. 

The Binghamton Johnson City Joint Sewage Treatment Facility  is governed by a six member Board composed of three members each appointed by the City of Binghamton Mayor and the Village of Johnson City Mayor.
